London Congestion Charge Exemption

What is the ‘London Congestion Charge’?

A daily charge, set by Transport for London (“TFL”).

Applies to all drivers driving in the Central London Charging Zone between 07:00 and 18:00, Monday to Friday.

Charges do not apply at any of the following times:

   • at weekends;
   • on public holidays in the UK;
   • at any time between Christmas Day and New Year’s Day; or
   • at any time between 18:00 and 07:00 on weekdays.

Do I have to pay?

Yes! Unless you have successfully registered for one of the exemptions set out below with TFL.

What exemptions are available?

All exemptions are awarded at the discretion of TFL.

The main current exemption that applies to passenger cars is the Ultra Low Emissions Discount Scheme. Under this scheme Go Ultra Low vehicles are currently eligible for a full exemption from payment of the Congestion Charge after registration with TFL. A Go Ultra Low vehicle is any vehicle that:

• has quoted combined cycle CO2 emissions of 75 g/km or below*;
• has a plated gross vehicle weight of 3.5 tonnes or less; and
• meets the Euro 5 air quality standard.

Other exemptions may apply to certain vehicles or circumstances. Please contact TFL for further information.

Do any Toyota cars qualify as Go Ultra Low vehicles?

Two types of Toyota passenger vehicles fulfil the present ULED discount criteria and so are eligible for the Congestion Charge exemption under current guidelines. These are:

How do I apply for a Congestion Charge exemption?


Vehicles must be registered with TFL. In order to process your application, TFL will request a ‘Certificate of Conformity’ (CoC) relating to your vehicle, which you can download below.

You can then apply for the Congestion Charge exemption by submitting your registration, supporting documentation and registration fee with your CoC form (currently £10 per year) to TFL (www.tfl.gov.uk). TFL will provide written confirmation once your application has been approved and your discount activated. You should continue to pay the Congestion Charge as usual until you have received this confirmation.
